The Wyoming Stable Token Commission is deepening its existing Chainlink integration by adopting Proof of Reserve to establish a new standard of transparency for reserves backing Frontier Stable Token (FRNT), the first sovereign stable token issued in the United States.
The Commission was established in 2023, under the Wyoming Stable Token Act, to design, develop, and deploy the first fiat-backed, fully reserved stable token issued by a public entity in the U.S. In January 2026, the Commission launched the FRNT stable token backed by U.S. dollars and short-term U.S. Treasuries. Income generated from those reserves is directed toward diversifying state revenues and supporting Wyoming’s School Foundation Program.
Last month, the Commission joined an industry-wide migration, representing more than $15 billion in combined TVL, from LayerZero to Chainlink’s Cross-Chain Interoperability Protocol (CCIP). By selecting CCIP as the exclusive cross-chain infrastructure for FRNT, Wyoming established a model for other states, governments, financial institutions, payment companies, asset managers and issuers to deploy multi-chain regulated digital assets in accordance with strict institutional security standards.
Likewise, Proof of Reserve leverages Chainlink’s secure-by-default oracle infrastructure, which has enabled over $33 trillion in transaction value, to provide real-time updates for reserves backing digital assets with superior transparency and reliability compared to annual statutory audits, interim audits, and monthly proof of reserves. This sets a new blueprint for digital assets, decentralized exchanges, and crypto ETFs to meet and exceed federal requirements laid out in the GENIUS Act, which was signed into law last year.
While the GENIUS Act requires monthly reserve reporting, which leaves room for information gaps, Proof of Reserve delivers FRNT’s verified reserve data onchain in near real time. The combination of Proof of Reserve and The Network Firm, which examines FRNT’s reserve and token supply balances under AICPA standards, removes blind spots and boosts visibility for regulators, institutions, and market participants.
The Commission is also working to integrate Proof of Reserve’s Secure Mint capability, which programmatically enforces 1:1 collateralization by ensuring new tokens are only minted when backed by sufficient reserves. With Secure Mint, assets are protected against infinite mint attacks and fortified with cryptographically verifiable proof that each token is fully backed.
In 2025, Wyoming was among the states ranked highest by Tokenized in America, a blockchain innovation scorecard established by Chainlink and Blockchain Association. By securing FRNT with Chainlink’s interoperability and reserves standards, Wyoming continues to lead the U.S. in digital asset advancement.
“By adopting Chainlink Proof of Reserve as Wyoming’s exclusive onchain asset verification infrastructure, we’re providing transparent, verifiable confirmation that the Frontier Stable Token is fully backed by high-quality reserve assets,” said Anthony Apollo, Executive Director of the Wyoming Stable Token Commission.
“This strengthens trust in FRNT while establishing the highest standard for transparency in public-sector digital assets.”
