Chainlink Powers New Hong Kong Tokenized Securities Framework

FORMS HK, Chainlink, APEX Group, and CSpro have announced the launch of Tokenized Securities Framework (TSF) under the Blockchain Valley@Cyberport ecosystem initiative. TSF provides the institutional infrastructure required to standardize the full asset lifecycle of tokenized securities in Hong Kong, from issuance to distribution and settlement.

FORMS HK, Hong Kong’s largest fintech software development service provider, and Cyberport, the city’s digital tech hub and AI accelerator, jointly launched the Blockchain Valley@Cyberport initiative in 2025 to solidify Hong Kong as a global hub for digital assets. TSF expands this initiative by uniting financial institutions, technology providers, regulated intermediaries, and market participants to accelerate Hong Kong’s digital capital markets.

TSF builds on Hong Kong’s clear legal and regulatory foundations to establish an integrated infrastructure layer that connects digital asset environments with regulated financial systems while fostering compliant innovation. The technology-agnostic framework initially adopts the ERC‑3643 token standard to embed compliance controls directly within tokenized securities, enabling DvP aligned with institutional standards.

The architecture leverages Chainlink’s industry-standard oracle platform, which has enabled over $32 trillion in onchain transaction value. Chainlink’s Cross-Chain Interoperability Protocol (CCIP) unlocks secure cross-chain interoperability, while the Automated Compliance Engine (ACE) facilitates secure and compliant connectivity between onchain and offchain environments.

Apex Group, a global financial services provider with over $3.5 trillion in assets across more than 50 jurisdictions, provides asset servicing and support for institutional structuring, administration, and lifecycle management. CSpro, Hong Kong’s first SFC-licensed broker-dealer specializing in Tokenized Securities Offerings (TSOs), facilitates compliant asset onboarding, investor access, and distribution through licensed intermediaries within Hong Kong’s regulatory framework.

“Institutional digital asset markets in Hong Kong require reliable data, interoperability, and cross-jurisdictional compliance,” said Niki Ariyasinghe, Chainlink Labs’ Vice President of Asia Pacific and Middle East, in an official announcement.

“The Chainlink platform enables institutions to extend existing financial systems’ identity and compliance data to blockchains while unlocking secure cross-chain interoperability, enabling TSF to provide a connected, secure, and compliant environment for tokenized assets at scale.”
